Look at a quickstrike rig - that bead or that tiny little swedish pimple blade on there are good enough to call it a "lure" and make it legal. waterbound Posted December 6, 2009 Share Posted December 6, 2009 The reason it isn't legal to use plain treble hooks in Minnesota is likely to reduce illegal snagging by only allowing treble hooks on "lures".
