Civic - no air flow on very cold days?

Hoping someone can help me with some ideas on a problem with my daughter's 91 Honda Civic.

According to her, no air is being pushed through her vents when it gets very cold out. When the temps outside get warmer it works fine. Any ideas on what might be the cause/fix?

Her current fix is to bundle up extra warm eek, but that has been getting old with all the sub-zero days this winter.

Hers what i would do. When it is not working (cannot hear the blower running at all) I would give the blower a whack (tap lightly with a hammer or the back of a large screwdriver. If it starts to work than I wouldn't hesitate on replacing the blower. If that doesn't do it than I would start checking for power/ground at the blower itself. You can even try jumping power and ground directly to the blower to see if it fires up. If it does than its an electrical issue with some component opening the circuit when its could.
