Trouble with '98 Evinrude 90 hp

This motor has been bullet proof until last year. I noticed that when I run the RPM's over 4000 you can hear and feel the RPM's drop off and then pick back up. It does not seem to happen until I reach the 4000 mark. I had it in the shop early this year but the mechanic did not fix the problem. He's replaced the fuel pump and the power pack but neither took care of the problem. The motor starts and idles just fine. Anyone have any ideas?
