Catching Tulibees in Open Water?

I have never fished for tulibees before and would like to give it a try. With the ice being gone, what depths are generally good for tulibees? What lures/bait should generally be used? I'm planning on hitting a lake in the metro area that has tulibees. Are they easy to catch in open water or is it pretty tough? I appreciate any and all information given!

I've caught them early-season while fishing walleyes in "bigger" water. Less than 20' (probably nearer 10') of water, similar structure.

I've never caught them in the middle of the summer. I think that's when you have to go deeper and target them specifically, but I really don't know.
