Lethargic Eyes, any idea's?

I hardwater fish for eyes on the deeper mississippi backwaters of pools 13-14.

Have done very well in the past years at 1st. and ice early season. This year they seem like they're in a funk of some kind.I have tried everything from swimmers,spoons,blades,lead heads,dead sticking.I have also tried upsizing, downsizing,every jigging move from rip jigging to just letting it sit there, nothing seems to be working. What I am seeing on the vexilar is very tight to the bottom, Alot of what I do see I can attract them in but once there they just look and then back down they go. It seems like they're in slow motion compared to other years past. Could this be from the fast freeze, or the long year of high water conditions we had on the mississippi river, or forage base this year? It's driving me crazy trying to figure out what it might take to trigger them to bite. Is anyone else expierencing the same thing on the missisppi eyes?
