just keep moving, if you find one fish, you will find more since they tend to school in the winter.

i would start at any area with weeds.

i would jig one jig on the bottom for carp, and suspend one for buffs. use waxies, mousies, or eurolarvea

i second carpman. but not all buffalo will be feeding in mid-water, as the temperature drops, bigmouth buffalo will bottom feed more and more, and they will go after larger prey. If you are targeting just buffalo, i would suggest bouncing a small to medium sized curly tail on the bottom, and spread out tip-ups with either waxies or small minnows both in mid-water and on the bottom.

i'm not an expert at winter roughfishing, but i have done my research

also, keep in mind what mainbutter said, be careful
