I've seen 45 degree slopes behind houses but you have to baffle the hill with metal retainer bars held in place by rebar pounded in the ground a ways to hold back the rock. The water can drain under neath it but the multiple levels of retainers keep the rock in place.

The other option is to tier the hill with retaining blocks and drainage tile to keep the pressure off the wall.
