Blow-gun for Carp? Legal?

I have made a nice little blowgun rig that is attached to a line that could easily be used for carp, suckers and other 'rough fish'.

I can't find specifics on the legality of this in minnesota. Anybody know?

AS long as its attached to a line and somehow stays in them I would say its about the same as a bow....I would like to see that rig
