Here is a quote from the NOAA HSOforum.

"The arctic air is expected to cross the border on the 21st, and ooze slowly southward. By the morning of the 24th, lows should be in the teens below zero as far south as Willmar, Minnesota, and hover slightly above zero at Albert Lea, Minnesota and Eau Claire, Wisconsin.

The very cold air will hang around for several days."
