On the St Croix, you can use two rods.

As for shore fishing, it's going to be a fun challenge, especially for carp. I was there yesterday, and I had to wade through 1 and a half feet of water near the dock cafe. The water is cold, so the carp are probably inactive. Also, the drum and catfish are feeding full-force right below the lift bridge, so any worms are going to be gobbled up by them before a carp can. Maybe use corn instead? I've never tried it on the St. Croix this early in the season.
