There's a short (bare red wire touching ground) either in the wiring between the battery and the pump motor or in the motor itself. If it's in the motor, you need a new pump. Otherwise, find the bare spot and fix it.

I have heard of sand / debris buildup stopping the impeller. Take it apart and see if there is anything physically stopping it from spinning.

That is my first thought. Check the impeller for debris first. I've seen line, and rubber bands wrapped around the impeller before.

Generally, they just twist off with a short counter clockwise rotation. It's probably the simplest thing to check so I'd start here.
