Foot, your clueless on this issue, I know personally the guys that sat down and wrote that particular law pertaining to zones, and I can guarantee you they weren't outfitters. Why would an outfitter want zones???? There were a good number of outfitters that got screwed because half their land was in one zone and half was in the other. Think about it.
