With cars, its the selenoid that kicks the gear up, not sure if boat starters have selenoids. If they do that would be the problem I would bet. It would probably be a smaller piece connected to the starter, whith the wires attached to it. You can seperate them from the starter on cars, I would assume boats also.

Has anybody experienced a problem with the starter gear not sliding up when trying to start the motor. The gear just spins but does not slide up to engage in other gear. I have tried spray lubricant and a brand new battery without any luck. Any help would be much appreciated
