Greeting Problem

I have a black lab, 4 years old now who has an issue greeting people. He has a tendency to run up barking and growling until he sniffs them, and then submits petting or playing. He has not bit anyone, but sure intimateds many and scares the heck out of them. This happens with Adults and kids. Again, he has not been too aggressive, but will bark and growl. Any ideas on how to control this....

Scold him when he does this like any bad behavior..Hopefully he'll catch on. My idea.
