Wild Parsnip removal question??

I was thinking of being a little enviromentally friendly this year and not spraying the 2-4D on the parsnip. And my quesiton is, if I sharpened the shovel razor sharp and cut the plant right at ground level with no leaves left will the plant regrow from the remaining stalk? There isn't many of them, so that's why I thought of doing it that way. The Whitewater is polluted enough, so I want to do my part.

According to the MN DNR site cutting the Wild Parsnip before seeding will kill that plant. It does specify that seeds are viable for up to 4 years.
