ground temps

how can a guy tell when the ground is actually warm enough in the garden to srart doing something with. what is the proper temp to start? any comments!

I till when its dry enough,or turn with a shovel,gets that warm top mixed with the cool down below,then warms that,next till or turn I plant,gonna till tomorrow,I think its dry enough,course I'm low & 100ft from lake.

i dot think the city of cold spring would appreciate that! i can get by with the 4 legged kind much easier.
