Down boys down...bturck hasn't said anything that would lend itself to passing responsibility. In fact, go back and read his last couple posts. He sounded pretty humble to me.

Roadrunner/vicking fan: Apparently you are a resident of MN, our "out of state" shanty fee is double. And yes, my opposition is based more on principal than fee's. We do spend lot's of $$ on these trips, and I don't agree with your "what's another fee, you already spend a lot" LOGIC. Think about this...laws should have a purpose(ie bag/ possession limits,line limits,safety related laws etc...) to be valid. What is the purpose of a shanty fee for a portable? I think we all understand the thought behind registration for permanent "dark" houses (abandoned property, criminal damage notification, injury etc...) Don't you dare tell me it's for revenue purposes that such a law exist. What if the state started to access fee's to the rest of your gear (poles, reels, vexilars, augers) for the purpose of "generating revenue"? Fellas, I think you see where I am going with this...unless someone can clearly convince me of a purpose to this law, I will forever be in opposition of it! I am heading to Winnie this evening, and will make the necessary license purchases on the way to the lake...hopefully the weather will cooperate and I won't need the shanty. smile.gif

Here's something to think about with all the license tags and feeswe pay; they need all the money they can collect.

I agree with the statements made about the CO's just doing their jobs and also i bdont have a problem with the shelter fees .
WHAT I DONT AGREE WITH ! Useing that cash to restock Red Lake with walleyes from Vermillion.Granted those in the upper Red Lake area did get hurt from the netting that cleaned it out. It is also knowen that the Red Lake Band is one of the poor and smaller bands.Those of us that pay these fees to fish and hunt in Mn now paying to restock "Soverin(sp) Nation" waters that we realy dont fish on.A question that needs to be asked is.What lake will we be asked to restock again? I have heard all the statements of this is a tradtional right, subsistance fishing and dont buy it. Is the DNR that foolish to not see all the cash that the tribes have from the casinos? Not seeing things like the walleyes that have been sold for years by alot of those Red Lake band members? This hasnt just taken place there either, seen walleyes for sale at the Y-store near tower by the band on Vermillion also. The way things are now we better watch what old out dated treaty they bring up next! Some of these rights are just as out dated as some of the laws that remain on the books all over the country. Few examples: spitting on sidewalks to killing a spouse for infidelity( this one in Maryland if i recall right). So Remeber this when you Feed those Slots !!!!
Other Wise i think i have said enough here except for one question. Has anyone elsewondered why the DNR needs new trucks ,boats,atvs and whatever else year in and out. It all seems to be the top of the line to boot!

I dispute that I made a "Personal Attack". For that to happen, I would think it has to be directed at an individual. I was a bit tough on Cops, but I've had far to many bad experiences with them to give them any slack. People in authority should be held to a higher standard and the truth is many police officers are far from professionals dedicated to the cause of public saftey and service. I don't deny that it is a difficult job, but the sad fact is that many of the people in that profession are not up to it 100% of the time and that is my expectation level for them.

I'm familiar with line of thinking and cliche among law enforcement types. The problem with it of coarse is that it is a total farce. There is no law that says an officer MUST write a ticket for an infraction or an ordinance or regulation. Cops give people a pass all the time for any number of reasons and issueing a warning citation is an option as well.

Here is something Fishotter and I totally agree on:

Of coarse this line of reasoning is what lead me to conclude that giving the ticket in this case was not the right choice.

I just finished reading a book written by a Minnsota CO on poaching cases. Very good and enlightening.

I think the CO's have a tough job to do. At first you think it would be the perfect job for the outdoorsman, but you deal with some of the worst people-cheaters. Just like an episode of COPS, nobody ever admits when they have done a major violation-they lie to try to cover it. And the means to which they coverup their deeds! Or spearing spawning northerns in creeks out of season. Shooting ducks from a moving boat. Shining. And none of them did it either, even if the CO has proof such as the spear and the northern. The CO has a tough job.

And that is why we have some of these rules we don't like. It is the 1-5% making problems for the rest of us. I would guess there are a number of violations issued because the individual does not understand the rules. Good people that make an honest mistakes-like bturck.

But there are also a number because the individual disagrees with the rules and it is their form of civil disobedience. The job of the CO is to do their best to be just, and leave the tough cases to the professionals--the judges.

As far as the shelter fees. I would prefer we don't have them, but they are a form of user fee. The DNR has a budget and only gets so much from the state. The rest we need to make up in user fees. We either have higher license fees or pass part of the cost onto winter fisherman in shelter fees. Or really put it to the non-residents! smile.gif

Rockhard, There was an article awhile back that showed that the Red Lake Band was paying for 60% of the restocking fees for the walleyes in Red. I don't think its right that tribes should be marketing walleyes, but people are willing to buy them so why not? If people would learn and not buy the walleyes that are being sold, things like this would not have happened.

i hunt and fish in multiple states......it is my responsibility to know each of the states' laws and regulations.......i do the research and buy every lisence i need.....if i misinterpret something and do not purchase the proper license, or violate one of the many laws, i would expect to be fined......sure you can argue the shelter law, but you could also argue hundreds of senseless laws pertaining to all aspects of life...basspastor, watch what you imply about cops and do your homework as a law enforcement officer i am sworn to enforce the law, bottom line, giving any kind of "break" is legally a violation of an officers sworn ethical and professional obligation to enforce the law. as for cops not meeting your standards,i guarantee you that you will find far more computer programmers, or whatever the proffesion might be, cheating their own "job system" than you will find cops. think about what you are saying, being easy and giving people breaks is actually wrong, and yes that you could consider not doing your job. most people that have bad experiences with law enforcement have done something wrong, i hear that dump all the time. sure i don't agree with a shelter license fee, but till it changes we must pay to play. also remember who puts their *** on the line every day to protect the people that hate us, and to enforce the laws you feel are needed, lay off cops and COs. 10-42 and GOODLUCK on the lake.

it is very hard to blame a guy for a simple mistake. i would bet that once every 5 years i forget to buy a new license the first time i go out march 1st. and the worst part of the shack license law might be that it expires march 1st- why not have it be valid the entire ice fishing season? just plain stupid, we are the only state in the union that has shelter fees, not only is it a stupid law, it is also poorly written with the expiration date being before the ice seson is over. it is almost like they wrote the law to write more tickets.

Kind of a "side note" question, but what does everyone think if they changed the fishing licenses to end December 31? That way you would know to get new licenses on the 1st day of every year. It is just so much easier to remember. That's what Colorado does.

It used to be the first of the year for fishing license renewal. You'd just start ice fishing and get the house out and it was time to get new licenses and you were still recovering from christmas. Used to s***. I like the way it is now but maybe April first would be better. Then you'd be in the possible middle of spring crappies. In the fall would be in the middle of someone elses good fishing. Just have to live with it .

Every year there is a similar thread about shelter licenses. I just wonder how many people who disagree with the requirement to have a shelter license on their portable contact their state legislators and ask that the law be changed? I guess I just pay the $12.50. One more thing, as a police officer I do try to do a good job every day. Please don't paint us all with the same brush just because you received a tag.
