If a Minnesotan wants to boat over in Wisconsin, do you have to buy a Wisconsin boating permit or anything like that?

No, you don't.

As long as your boat is currently registered in your residence state you don't have to re-register for another state, you are just a visitor.

If you reside in another state for more than 6 months then you will have to change your residence and registration.
