Best time to go to Devils Lake

I have a chaotic schedule (will be first time ever up to Devils) and was wondering when would be a better time to go up to Devils. I was thinking the 2nd weekend of Feb or the 1st or 2nd weekend of March. We would like to be able to drive around on the ice. As far a species, we really don't care, perch and or pike would be nice, if a walleye bites all the better. We just looking to get out and fish for whatever gives us our best odds at that given time. Any info would be greatly appreciated. Thank You!

Fished devils the 11th-15th and didnt do so hot. We were very mobile even with the cold temps and managed 1 perch and 15 small eyes, probably better luck after the the cold snap.
