Cable and Spring steering problem

Question

My boat has the old cable and spring steering system on it. The problem is, it's stiff. When I was testing it out, the outboard actually turned the wrong way for about an inch before turning the correct way and it was hard to turn the steering wheel no matter what.

Any clue what causes this and how to remedy it?

The leading edge of the cable on the drum got stuck with another wrap on the cable for a second. Turn the wheel to both extremes, might get the cable to wound better. A little WD-40 at all on the pulleys wouldn't hurt either.
