I was told by the DNR that The applications to apply for the drawing wouldn't be available until April 1st.

If you haven't applied before, you don't need to physically fill out an application, just stop by any ELS station and you can apply electronically.

The 2003 applications are on the DNR HSOforum. Just cost 3.50 for thier "internet service charge" dump. But they are available. April 1st is when the DNR had to have them available, not that you can't get them before. Just like the spring Turkey Liscense wasn't supposed to be available till March 1st. I got mine through and ELS system a week prior.
