Sounds like the pick up tube didn't get into place. That had happen to me when I changed out the impeller on my evinrude a year ago.

Is water coming out of the discharge hole on the motor?

Could be the tube? I,d drop the lower again insert the tube into the head, take a hose and tape it to the lower end of the tube, remove the thermostat and run water up the tube and see if it circulating. Some times the rubber gromet at the head gets crushed and wont let water flow.Thats a good way to check circulation.

This weekend I try running it again without dropping the lower unit using the muffs I ran it for ten mins and there was no alarm at all. Im confused now so I dont know what to do anymore, but maybe run at the lake close to home see what happens next.
