how long to wait before pulling plastic covers off seedlings about half have emerged some still not showing any growth yet started the 8th of march

Yep... As they start to come up, take the cover off... Turn off the bottom heat (Makes them leggy) and just keep the rest of the yet to germinate seeds moist.
