No, it is the underside of a bridge, but it does kind of look like an aqueduct.

I have an older (not sure of year) 15hp envinrude. The other day I tryed starting it and the pull rope was stuck, The bolt came out the holds down where the rope winds around. I got the bolt back in and everything appears back like its suppose to be. Now when I pull the rope it doesn't rewind back in on its own. Any ideas.... Sorry if this is confusing to read
