The State's role in delisting was to provide management plans for implementation when management authority reverted after delisting. Those plans were approved by the USFWS as part of the delisting process. The MN plan allowed some depredation removal and some common sense measures for protection of personal property (livestock, pets, hunting dogs). The plan had a five year moratorium on sport hunting or trapping seasons.

The feds were the defendants since they had the delisting authority and would need to appeal, or start the delisting process over to address sub-populations within the historical wolf range.

Once that process is completed be assured these groups will file another suit on some other technicality. Prevention by litigation.
