If it's a smaller boat with visible inside bottom, I would use Rhino liner, just brush it on and let it dry. If you have a floor, you will have to remove it to access interior bottom and do same thing.

If there are rivets leaking it would be better to replace loose or missing rivets.

If ya wanna go cheap and effective, I used JB Weld, as well as another epoxy on the rack next to it (can't remember the name) at Home depot, and the stuff who's name I can't remember had better workability and dried faster, as well as not drying stiff and brittle - like JB Weld.
