Mojo decoys illegal on public land?

I'm going duck hunting for the first time in a few years. A few weeks ago I found a steal on a baby mojo mallard decoy, 10 bucks on clearance. I just read through the waterfowl book and saw they are illegal on public land? Has it always been like that? Dammit, I was excited to try it out! I only hunt public land.

MOTORIZED DECOY RESTRICTIONS

From the opening day of the duck season (and on Youth Waterfowl Day) through

Saturday Oct. 11, a person may not use a motorized decoy or other motorized device

designed to attract migratory waterfowl. On water bodies and lands fully contained

within state wildlife management area boundaries, a person may not use motorized

decoys or motorized devices designed to attract migratory waterfowl at any time during

the duck season. This restriction applies whether the motor is running or not. Devices

without motors, such as wind-powered spinning-wing decoys, are not restricted under

this law.

Are the bodies of water fully contained within the WMA? As I read the reg, if the water is not completely contained within the WMA, you may use the motorized decoy AFTER October 11th. It's probably a fine line, but that's how I interpret the reg language.

I have not hunted waterfowl for the past several years.

Now my son wants to go. Question I have is if you are hunting on privately owned man made pond or hunting in a picked field are you not able to use powered spinning winged decoys until Oct. 11? thanks
