doing landscaping around addition

I'm getting ready to landscape around a part of my house that is an addition with just footings and no basement. Right now the grade of the ground is about 2 inches below the top of the footings for the addition, and I'm going to be putting down fabric, then covering it with river rock and adding edging.

Is that about the right grade to do this, or should the dirt be higher or lower in relation to the top of the Footings? I have good drainage right now without the fabric/rock, and I don't want to screw it up. Also, should I cover the top of the footings with rock, or leave them exposed? Thanks.
