shifting shaft for 90 hp johnson

I replaced the lower unit on my 1998 90 hp johnson. Does the stainless steel shifting shaft that goes from the linkage on top down into the lower unit have any adjustments?

I can't get it into forward. If I unhook all the linkage up top and pull up on the shaft it will go into forward. It looks like the shaft is a 1/4 in too long.

21 27/32" from the top edge of the gear housing to the center of the hole in the shift shaft while in neutral.

Holy Mackerel!!!! I assume then that it can be adjusted...

How critical is that I don't think I can measure anything that accurate
