Lower unit noise

Maybe someone can help my brother in law diagnose the problem? He states that his boat was making a bit of a whirring noise when in gear and under power. Further investigation revealed the lower unit was quite low on oil and it was ugly black. A few metal shavings were picked out of the drained oil too. I was thinking maybe lower unit bearing? Any ideas or suggestions?

Now the big question....Is this something that the average guy can tackle or are there special tools etc needed? To be clear, this is a late model Evinrude 40 h.p.
