The answer to your question will vary from person to person. It all depends on how satisfied you are with the performance.

I've run tires to 1/4 tread and they worked as good as new. It also has a lot to do with the design of the tire.

Also check for cracking along the sidewalls. Older tires that have been sitting alot may still have great tread but might have weathered/aged to the point they are starting to crack on hte sidewalls, which will often lead to a blow out.
