Tight Steering

I have a 1985 Lund Mr.Pike 16 with a 1984 Evinrude 50 on it. At the steering wheel its tight and back and the motor if I take the one nut off on the side I can move the rod back and forth and the motor moves freely also, however I still can't get it to turn after I tried Lithium grease and just taking the grease gun to it. Kind of strapped on money right now, so any ideas are appreciated.

By the way, this happened after sitting outside a year ago over the winter, I was able to free it then, but the steering was still a little tight, but now this year I kept it in my shed and its not movable at all.
